Landlord licensing in Calderdale

Required for any HMO let to 5 or more people forming 2+ households who share facilities.

Calderdale operates no selective licensing designation under s.80. The council's private landlords hub and HMO pages present HMO licensing as the only licensing regime, stating "By law, we must licence certain types of HMO", and new.calderdale.gov.uk carries no selective licensing page, designation or consultation for ordinary private rented homes. Calderdale does not operate an additional licensing scheme. The council states that houses in multiple occupation must be licensed where they are occupied by five or more people from two or more households sharing an amenity such as a kitchen, bathroom or toilet — the national mandatory threshold — and describes no scheme reaching smaller shares. A house let to three or four people forming two or more households therefore needs no HMO licence in Calderdale. The council has noted that around 51 properties in the borough are licensable HMOs while roughly a further 1,400 are shared or mixed-occupancy homes that do not require a licence, which is consistent with mandatory licensing operating alone.
