Mandatory HMO licensing applies in all 317. A further 4 have designated a scheme that has not yet commenced — those pages say from which date, and are not counted above.
Where we have not established a council's discretionary position, its page says so rather than guessing. That is 2 councils today. A list that quietly reports “no scheme” for a council nobody checked is how a landlord ends up unlicensed.
Letting in Scotland? Scotland has its own legal system and our compliance check and fine calculator do not cover it. What we do have is a Scotland guide cluster written and cited to Scottish instruments — landlord registration, HMO licensing at three occupants and the rest — and Scottish councils are being added to this database, with fees published for the ones we have read.
