Rossendale confirmed a borough-wide immediate Article 4 Direction: "from Friday 19th September 2025 converting a home into a small HMO across the whole of Rossendale now requires planning permission (and will no longer be allowed under permitted development)". That is a planning control removing C3 to C4 permitted development rights, NOT a licensing designation. The associated consultation closed 31 October 2025. Neighbouring East Lancashire authorities (Hyndburn, Burnley, Pendle, Blackburn with Darwen) have selective licensing history; none of it is attributed to Rossendale.
