Committee records (Overview and Scrutiny April 2016, Cabinet January 2017) show a Wisbech selective licensing proposal covering Clarkson, Kirkgate, Medworth, Octavia Hill, Peckover, Staithe and Waterlees Village wards that was consulted on and shelved after roughly 1,000 mostly hostile responses. No s.80 designation exists. The live HMO page presents mandatory only. an Article 4 Direction for small HMOs in Wisbech is planning control, not licensing.
