Selective licensingNot in force

Evidenced negative in the council's own words (first-party research 19 Aug 2026): the HMO licensing page for the Vale of Glamorgan states verbatim "There are currently no areas of selective licensing." HMO licensing for the Vale is administered by Shared Regulatory Services, the joint regulatory body of the Vale of Glamorgan, Cardiff and Bridgend councils, and its fees are corroborated by an SRS Fees and Charges report on the valeofglamorgan.gov.uk committee portal. Rent Smart Wales is a national regime under the Housing (Wales) Act 2014 and is not a Housing Act 2004 designation. Distinct from Cardiff and Bridgend, whose positions are separate despite the shared regulatory service.

Additional licensing (HMOs)Not in force

Vale of Glamorgan operates no additional HMO licensing scheme under s.56. Its HMO licensing page, delivered through Shared Regulatory Services, lists mandatory HMO licence fees only: "Mandatory HMO Licence: £792; Mandatory HMO Licence (Renewal): £657". No additional designation appears for the Vale. The only additional schemes in the SRS area are Cardiff's Cathays and the expired Plasnewydd; those are Cardiff's and are not attributed here. Wales rule applied. Distinguished from Rhondda Cynon Taf and Bridgend. Established 21 Aug 2026.

Every landlord in Vale of Glamorgan also needs

A valid Gas Safety certificate (annual), an EICR (every 5 years), a valid EPC, a protected deposit, and smoke & CO alarms. In Wales you must also be licensed with Rent Smart Wales (or use a licensed agent), issue a written occupation contract and the accompanying written statement, and comply with the Renting Homes (Wales) Act 2016 — which replaced assured shorthold tenancies with occupation contracts and ended Section 21 in Wales in December 2022. The England-only How to Rent guide and Renters' Rights Act Information Sheet do not apply here.
