Ceredigion operates no selective licensing designation under s.80. The council's own designation notice is an s.56 additional scheme: "The Cyngor Sir Ceredigion County Council in exercise of their powers under section 56 of the Housing Act 2004... hereby designates for additional licensing of Houses in Multiple Occupation", made 19 March 2024, in force 10 July 2024 to 9 July 2029. The council HMO pages present mandatory and that county-wide additional scheme as the only regimes operating; no s.80 designation exists on ceredigion.gov.uk or ceredigion.llyw.cymru. Wales rule applied. Distinguished from Powys, Pembrokeshire, Carmarthenshire and Gwynedd. Established 20 Aug 2026.
An additional HMO licensing scheme is in force in Ceredigion. The designation was made on 19 March 2024, came into force on 10 July 2024 and ceases to have effect on 9 July 2029. It is known as Ceredigion County Council's Additional HMO Licensing Scheme 2024 and it operates on two levels. Across the whole county it catches houses in multiple occupation occupied by five or more people forming two or more households, and section 257 HMOs, meaning buildings converted into flats that do not meet the 1991 Building Regulations standard. Within the designated wards of Aberystwyth it reaches further, catching HMOs occupied by three or more people forming three or more separate households. Properties exempted by the relevant sections of the Housing Act 2004 are outside the scheme. Because the Aberystwyth tier is narrower than the county-wide one, an address in the town should be checked against the designation rather than assumed. Landlords in Wales must also register and be licensed through Rent Smart Wales, which is a separate requirement.
Areas: County-wide for larger and section 257 HMOs; designated Aberystwyth wards additionally for three-person, three-household HMOs

Every landlord in Ceredigion also needs
A valid Gas Safety certificate (annual), an EICR (every 5 years), a valid EPC, a protected deposit, and smoke & CO alarms. In Wales you must also be licensed with Rent Smart Wales (or use a licensed agent), issue a written occupation contract and the accompanying written statement, and comply with the Renting Homes (Wales) Act 2016 — which replaced assured shorthold tenancies with occupation contracts and ended Section 21 in Wales in December 2022. The England-only How to Rent guide and Renters' Rights Act Information Sheet do not apply here.
