Evidenced negative, council's own words (first-party research 18 Aug 2026): the council licensing page states "We currently operate one licensing schemes for privately rented properties in Carmarthenshire - a mandatory licensing scheme for houses in multiple occupation (HMO)... This applies to HMOs which are three or more storeys high and have five or more occupiers who do not form a single household... Mandatory licensing applies across the whole of Carmarthenshire." A prior SELECTIVE scheme did operate in Tyisha from 2014 to 2019 per the council's own consultation PDF; it has expired and no current s.80 designation exists. Rent Smart Wales is the separate national regime.
