Evidenced negative by enumeration (first-party research 19 Aug 2026): the council HMO page presents mandatory licensing as the only licensing operating, stating "If your HMO has 5 or more people from 2 or more households, and they share things like kitchens or bathrooms, you must" apply. No s.80 selective designation is named. Tendring operates a district-wide Article 4 Direction: the council record states the Direction was made 8 December 2011, consulted 20 December 2011 to 14 February 2012, and "We confirmed the Direction on 31st May 2013 and it came into force on that day... The Article 4 Direction applies to the whole of the Tendring District." That is a planning control on small C4 HMOs, not a licensing designation. An HMO Policy 2024 is published on the council domain. Distinct from Uttlesford, Braintree, Colchester, Chelmsford, Epping Forest, Harlow, Basildon, Thurrock and Essex County Council.

On fees, the council publishes an enforcement figure ("If you don't get a licence or let too many people live there, you could be fined up to £20,000") but no licence fee on the service page.
