The same page records "Tandridge District Council has introduced an Article 4 Direction in relation to HMOs in Caterham on the hill, Caterham Valley and Whyteleafe. This removes permitted development rights for all HMOs in these areas." That is a planning control, not a licensing designation. Third-party media report the Direction being made permanent in 2026; that is not first-party and is not recorded here.
