Licensing is a mandatory requirement for all HMOs that... If you can answer yes to both of these criteria, you do need a licence. It is a serious offence to operate a licensable HMO without a licence." Mandatory licensing is presented as the only licensing operating and no s.80 selective designation is named. Distinct from South Norfolk, Broadland, Great Yarmouth, Norwich City and Norfolk County Council.
