Newport operates no selective licensing designation under s.80. The council states its regimes in its own words: "There are two licencing schemes operating in Newport. Mandatory licencing requires properties of three or more storeys, and five or more unrelated persons to be licenced. Additional licencing covers all properties with three or more unrelated people forming more than two households." That enumeration is mandatory plus additional only.
