Not established is not the same as free.
Evidenced negative in the council's own words (first-party research 19 Aug 2026): the Wiltshire HMO enforcement policy states verbatim "There are currently no declared Additional or Selective Licencing schemes in Wiltshire." Distinct from Swindon, which is a separate unitary and has been separately established as mandatory-only.
Evidenced negative in the council's own words (first-party research 19 Aug 2026): the council states verbatim "There are currently no declared Additional or Selective Licencing schemes in Wiltshire." On fees, the service page says only "There is a charge for licensing. For details of these see licensing fees for HMO", and that fees page could not be read this pass. The only first-party figures located were on a 2022 licence renewal form (renewal £200.00 where circumstances are unchanged, £350.00 where there is a new licence holder or changes, £50.00 for an incomplete application, and lapsed-licence bands of £375.00 up to 5 lettings rising to £750.00 above 20). Those are four years old and have NOT been recorded as current. The previously held flat £1,100 has been removed because it cannot be traced to a Wiltshire page. read the current Wiltshire licensing fees for HMO page and record the new-licence figure verbatim.
