The page also records "An Article 4 Direction came into effect on 2 March 2026 meaning all new HMO's, regardless of size will require planning permission": that is a planning control, not a licensing designation. Distinct from Warwick District, Warwickshire County Council, Rugby and Nuneaton and Bedworth.
