Evidenced negative by enumeration (first-party research 19 Aug 2026): the council private sector housing HMO pages state "Your home is a house in multiple occupation (HMO) if both of the following apply: At least three tenants live there, forming more than one household; Toilet, bathroom or kitchen facilities are shared with other tenants... Some landlords will need a licence from the council." Only mandatory licensing is described and no s.80 selective designation appears on wyre.gov.uk. Blackpool has selective licensing history; it is not attributed to Wyre. Also distinct from Fylde, Lancaster, Preston and Lancashire County Council.
